Budget, Martusciello explains the measures taken in Caserta

Today in Caserta, at Confindustria’s seat, the president Caldor’s councillor for Productive Activities and Economic Development Fulvio Martusciello has presented the measures for enterprises approved by the Budget.

The following points have been discussed at the meeting:

  • Relaunch of tourism in the province of Caserta. Regione Campania is the promoter of a Memorandum of Understanding with the Ministry of Cultural Heritage and Activities, the Municipality of Caserta, the Province of Caserta, the Chamber of Commerce of Caserta, and the enterprise and union associations, in order to call an international competition for ideas to relaunch the touristic vocation of the province of Caserta in an innovative way. The aim of the competition of ideas, called “Caserta Borbonica”, is to gain projects to relaunch the touristic and cultural vocation of Caserta. The projects to be examined, together with innovative ideas for tourism relaunch, also contain the possibility to receive public and private funds for their realisation;
  • Business Networks. In order to increase the innovative capacity and competitiveness in international markets of entrepreneurs of Campania, Regione promotes the creation and the reinforcement of business networks, aiming to favour, through networks of micro, small and medium-sized enterprises, the internationalisation process of the productive system of Campania. The development and consolidation plan for business networks is triennial. For each year – 2003, 2014 and 2015 –,  the grant is equal to 200.000,00 Euros;
  • Productive Districts in Campania. Go-ahead for monitoring activities to verify and measure the structural and present-day conditions of productive districts, industrial districts included, and to identify the industrial policies that are more suitable for supporting the competitive capacity and firms’ economic growth. 500 thousand Euros have been allocated to this measure;
  • Private equity fund to support enterprises. In order to reinforce the growth paths of the productive system of Campania, a private equity fund to support enterprises has been established; it is called “Fondo di sviluppo per le imprese” (Firm Development Fund), for participation in the risk capital of small and medium-sized enterprises engaged in programmes for the development or reinforcement necessary for sustaining a competitive advantage. The fund can exert the possibility to enter company stocks up to 49% and for a maximum amount of 500 thousand Euros for three years. For 2013, the fund consists in 200.000.00 Euros;
  • Handicraft business. In order to optimise the production costs of handicraft businesses, the Regional Executive Board helps artisans to rent instruments or spaces to other artisans who possess the same requisites for homogeneous activities;
  • Chamber of fashion and design. It avails itself of the in-house company of Regione Campania to activate forms of interinstitutional cooperation, in order to create the conditions for establishment and development of enterprises of similar sectors; to support firms in the planning and realisation of projects for internationalisation; to elaborate and supply support instruments aimed at technological transfer and at supporting start-up activities;
  • Dry ports for the relaunch of the nautical sector. In order to incentivise touristic leisure activities and develop social navigation of the coast of Regione Campania, preference is given to requests that introduce removable equipment, destined to the realisation of dry marina for letting pleasure crafts stop at the specifically equipped area. Regione Campania promotes the creation of new structures for low-cost dry mooring for small boats and for marina resorts, such as structures for mooring and tourists’ overnight stays;
  • Institute of wine and oil. It is created in order to promote the valorisation and marketing of wine and oil made in Campania, with special attention to geographical denominations, and in order to carry out research, training, development and innovation activities in viticulture, wine, and olive-oil production. In particular, the institute will realise the project “Olivitaly”, the international fair of the olive-oil sector, which aims to represent a benchmark for entrepreneurs in the industry;
  • Regional Network of Incubators. It integrates the Regional Research and Innovation Network In.Hub (established by the regional law of 27 January 2012), with the purpose of reinforcing the actions for business creation and competitive development in innovation processes;
  • Coming-back of young talented people from abroad. Regione Campania promotes programmes with the objective of incentivising the realisation of policies for facilitating the return of young talented people from abroad, and for guaranteeing alternatives to abandonment and social and cultural impoverishment. On this topic Regione Campania, through Campania Innovazione, has already started the project CamBack, a fact-finding survey to study the experiences of young talented people from Campania who live, work and innovate abroad;
  • Infrastructural support for energy supplies in industrial areas. Regione can adopt measures to support the realisation of infrastructures aimed at the supply of energy services to firms operating in areas destined to productive settlements, within the limits of budget availability according to the laws in force;
  • Shoe centre of Gricignano. In the Budget, 5 million Euros have been identified for the entrustment of the preparatory expropriation for the restart of the Centre’s activities to the ASI (Industrial Development Area) of Caserta;
  • Crisis Area of Caserta. The MISE (Ministry of Economic Development) has committed to give the go-ahead to the decree on crisis areas in Campania on 30 April. The call for tender will be especially destined to small and medium-sized enterprises able to reabsorb the working force that is unemployed, and to actions that would complete the infrastructures of the area;
  • Natural shopping centres. Go-ahead to the call in two weeks, after the elaboration of a more concise procedural guideline, more oriented to simplify the access procedures.

At the meeting there were the mayor of Caserta Pio Del Gaudio, the president of Confindustria Caserta Luciano Morelli, the president of the Chamber of Commerce of Caserta Tommaso De Simone, the representatives of CGIL, CISL, UIL of the province of Caserta.
