Elderly People
Consistently with the aims of the National Social Plan for Elderly People, and in compliance with articles 15 and 16 of the Law 328/00, Regione Campania from 2001 to date has been issuing, through several deeds of planning, the annual guidelines for local social planning for elderly people.
Policies concerning elderly people locally have to foster a positive attitude toward older people. The main aims are: a)the protection and promotion of their rights; b) ensuring the active permanence of communities in the social groups; c)ensuring dignity and quality of life above all for those who are not self-sufficient.
Notwithstanding the central role of the family in the care of non-sufficient elderly people, for the sixth year of implementation of the Law no. 328/00 Regione Campania drafted an action plan for elderly people aiming at reaching autonomy, home permanence and social inclusion. The priorities concern those home care, semi-residential and residential-related services.
Concerning home care, the specific remarks already reported in the attached Guidelines IV year (DGRC – Resolution of the Campania Executive Board no. 204/05) and they have to be regarded as a set of performances that include both material (namely help for home and personal cleaning) and social inclusion (Social Action Department, assistance, etc.) interventions.
Residential and semi-residential Services
Regione Campania to provide Municipalities with guidelines to perform the functions set forth by article 6, paragraph C of the Law no. 328/00, by which functions of authorization, accreditation and supervision of social services and residential and semi-residential facilities under public management or handled by persons as established by the article 1, paragraph 5 of the same law, approved Regulation no. 6 of 18 December 2006 (here attached) concerning residential and semi-residential services for elderly people, for people with disabilities and minors, issued by the President of the Regional Executive Board and published in the BURC no. 1 of 2 of January 2007.
Later, with reference note no. 061110456 of 06.07.2007, drafted and disclosed an additional Circular (here attached) with the aim of0 explaining some of the application problems of the above mentioned regulation.
Regional List of Services: from the Regional Register to the List of Services
Through the approval of the Regulation no. 6 of 18 December 2006, published in the B.U.R.C. no.1 of 2 January 2007, concerning the residential and semi-residential services for elderly people, differently impaired people and minors, the regional list of services (see the attached list) has been established at the Sector for Social Care of Regione Campania.
