Article no. 30 of the Regional Law on dignity and social citizenship sets forth that Regione Campania promotes policies to prevent and rehab people with addiction problems fostering the establishment of an integrated system of services and actions.

In details, the actions mentioned in the article no. 30 deal with:

a)      The prevention and promotion of customized projects aimed at re-integrating people who have an addiction problem into labour, training and social world;

b)      The creation of first reception, reception services and mutual self-help;

c)      Integrated home care for chronic situations, where permanent assistance is required;   

d)     The dissemination of first-aid social and healthcare services on the territory, such as advise centres, road units, low-threshold agencies and guidance services;

e)      The coordinated implementation of programmes and plans about addictions with the purpose of spreading awareness about drug harmfulness, through dedicated programmes to disseminate in all schools, disregarding the age range and the type, in cooperation with the Ombudsman for Prisoners to promote social re-integration.

Pending the approval of the Regional Social Plan that will set resources and actions managed and held by Regione, the Regional Executive Board of Campania, through the Regional Administration for Social Policies, by its resolution no. 679 of 18 April 2007 (B.U.R.C. no. 28 of 21.5.2007) set the three-year economic planning strategy that will also include experimentations concerning customized training and social projects for drug-addicted people, hosted in social private and public residential and semi-residential care centres. Then, by resolution no. 1403 of 27 July 2007 (B.U.R.C. special issue of 24.08.2007), strategic guidelines for the period 2007-2009, that included the selection of customized social and training projects for drug-addicted people among the regional welfare strategies, were approved.  

Among the most recent interventions, the endorsement (through resolution no. 1015 of 13 June 2008) of the National Project, promoted by the Ministry for Social Affairs, called “Budget for the social inclusion of socially rejected drug addicted people under treatment, or to be taken to treatment” with the purpose of promoting customized project with the aim of social inclusion of drug addicted people. The 6,000,000.00 € funding allocated by the Ministry for Social Affairs to implement the above mentioned project has been sorted among the participating Regions according to a specific division grid drafted by Regione Toscana, in agreement with the Ministry.

Regione Campania was granted a 500,000.00 € transfer to be used only for the implementation of 100 customised social and therapeutic and/or social and occupational projects addressing highly socially rejected drug addicted people. The resolution no. 1015/08, approved by the Regional Executive Board, also established the allocation of a 400,000.00 € regional funding quota for the services related to assistance and support.
