23/01/2013 - President’s Advisor for issues concerning healthcare Raffaele Calabrò commented on the conclusions drafted by the Committee: “The final report of the National Healthcare Service Board of Enquiry is at least a silver medal, if not a gold medal for Regione Campania”.
“The Regional Executive Board must be very proud to learn that MPs acknowledge that Campania, in spite of a healthcare deficit inherited of approximately 10 billion €, and of the unfavourable distribution criteria of the healthcare fund, has been able to affect remarkably the deficit reduction, enhanced by 63.82%, and the reduction of staff expense, namely -5% compared with 2009. Moreover, it succeeded in reducing overtime and in keeping under control the pharmaceutical expense”.
He added: “We are sorry that we were hindered by assignments given ex art. 15 septies and 18 septies, that do not even require any competition. It is important to take into consideration that the Government red tape and the turnover stop rule, that bans staff hiring, unless in a small and absolutely insufficiently measure, prevented our region to settle the necessary staff positions in our regional healthcare structures”.
“It is also important to emphasise that the 60 assignments ex art. 15 septies given on a fixed term basis have been largely inherited by the previous Executive Board and have been never authorised by the current one. Concerning art. 18, General Directors appointed provisionally the Head Physicians in order to avoid a deadlock of all the departments and to prevent anarchy in our hospitals. The risk of not assisting Campania citizens was at stake”.
Mr Calabrò concluded: “If only the Government had a quick look at the regularly sent documents concerning competitions and assignments, Campania would be awarded a gold medal”.
