In agreement with Regional Minister for Budget Gaetano Giancanecost savings for approximately 1 million €have beenentered again in the accounts; those savings will help in settling liquid and enforceable debts: this is one of the several initiatives taken on by the Regione in speeding up Public Administration payments. Moreover, offsetting of debts and claims with Equitalia has been decided.
In details, it was realized that Regione’s registered claims are very different (state and local taxes, road traffic offence sanctions, reclamation contributions, compulsory pension and social contributions) with a resulting difficulty in detecting promptly and unquestionably the offices responsible for each single claim.
Another difficulty could be the fact that many claims refer to past years and that, concerning the accrual of interest expense for the registered debit items and the possibility of a partial VAT reimbursement suspension, the Administration is willing to arrange opportunely the offsetting envisaged by the collection Agency (Equitalia).
The effect would be the release and the acquisition for regional accounts of approximately 3.3 million €, otherwise subject to a progressive erosion and, thus, through the only compatible way to solve the situation, meeting the request of the Agenzia delle Entrate (Italian Revenue Agency) to regularize the pending proceedings with the collection agency concerning the above mentioned VAT reimbursement inquiry.
Regione Campania, in order to avoid further damages resulting from the accrual of interest payable for the debts, to get rid of the reasons that hinder the total surplus payable collection and at the same time to prevent negative effects on the VAT claim reimbursement, believes that the most appropriate legal path is the offsetting procedure.
Unanimously, the Regional Executive Board authorized the offsetting of the debit items reported by Equitalia Sud s.p.a.
