Reform of System of Autonomies, Regional Conference Called

Regional Minister for Local Autonomies of Campania Pasquale Sommese has gathered today the Standing Conference of Regione and Local Authorities at the Sala Giunta to start a debate about the reform of the system and about point of views of Municipalities, Provinces and Upland Authorities.

President of the 8th Council Committee Pietro Foglia participated in the meeting.

During the debate, it was stated that the so called “Milleproroghe” decree (the annual decree extending the life of various government measures) by Government led by President Monti postponed provisions of article 16 of law no. 148 by 12 months, accepting the request of all regions, starting from Campania.

About paragraphs 1-16 of this article and about art. 2 of the legislative decree no. 149 about sanctions and awards to regions, provinces and municipalities, the Regional Executive Board brought the case before the Constitutional Court as it is believed that there is a lack of jurisdiction of ordinary law to allow the State to regulate the organization of local authorities.  

Mr. Sommese pointed out: “With today’s meeting, we start our considerations about the new organization of local authorities. A long and complex work is ahead of us and that should involve the system of local autonomies as a whole, as well as with regards to guidelines to supply the regional Council with for a possible approval of the future reform”.

This extension enable us to define all possible outlooks of the new organization of systems and to draft a text able, on one hand, to strengthen the experiences consolidated over the years and on the other hand to look into new growth and development needs of the local and territorial authorities – Mr. Sommese concluded.
