Sommese Urges Government Action for Municipalities

Regional Minister for Local Autonomies of Campania Pasquale Sommese wrote to the Government to urge its action for Municipalities that are unable to prepare budget for 2013.

Mr. Sommese pointed out: “The financial crisis that our country is experiencing first touches local authorities that, after contraction of transfers, were forced from one hand to reduce both current expenditures and investments and from the other hand to increase as much as possible taxes, such as IMU (municipal property tax) rates”.

Now, it is crystal clear that they can’t stand anymore. They have no more fiscal leverage to use, and no incomes to cover service costs. And situation is even worse in the South and in Campania where unemployment is deeply affecting the area and family incomes are not sufficient for the vast majority of case to make ends meet – Regional Minister added.

Government has to act immediately by amending the Stability Pact for Municipalities: this would be useful for them to incur capital expenditure and to make infrastructure investments re-start in order to revamp the economic virtuous cycle.

For such a true emergency, we need guarantees: otherwise, the whole system of autonomies risk of collapsing.
