Social Policy, Indispensable Social Services. Care is a Compulsory Expense

Regional Minister for Social Activities of Campania Ermanno Russo stated: “The Government has to acknowledge that welfare services are indispensable. I completely agree with the letter sent to Ministry for the Interior Annamaria Cancellieri by Councillor of the Municipality of Naples Sergio D’Angelo. The Ministerial Decree that sets the parameters to acknowledge indispensable services remains inadequate from the technical point of view and does not take into proper consideration the Italian social evolution”.

The Regional Minister explained: “Social services do represent a compulsory expense for local administrations, especially in a part of the country where more than elsewhere the hardship caused by the economic crisis is felt and where the most vulnerable groups live in extreme poverty. The State has to acknowledge welfare services as a top priority. The network that has ensured to date Campania social settings is collapsing under the hammer-blows of a red tape that delays payments and forces structure to surrender, with a destabilising effect on citizens”.

Mr Russo concluded: “The problem arisen by the Councillor of the Municipality of Naples, that I fully share, affects all local administrations that, in various capacities, are responsible for the management of social services. National rules, such as the one about the impossibility of foreclosure, or that one even more unfair that is not excluding the social policy from the stability pact, are killing the welfare state in Italy, and even worse, in the poorest part of the country”.
