The PRGRS is the document for the planning of the special waste cycle in Campania, adopted with the Decree of the Regional Government n. 212 of 24/05/2011 in order to:
- guarantee environmental and economical sustainability of the integrated and coordinated management of special waste, minimising its impact on health and environment, as well as its social and economical impacts;
- guarantee that the special waste are declared and managed respecting the laws in force, aiming at minimising the amount of those disposed illegally;
- reduce the production of industrial and commercial waste per local unit;
- tend to regional self-sufficiency in the management of special waste;
- adopt measures to fight the uncontrolled abandonment, dumping and disposal of waste, through systems that allow a reliable traceability of the flows of special waste and favour the control of all the phases of their management;
- promote the use of clean technologies that produce waste in reduced quantity and dangerousness, with respect to “clean up technologies”;
- find operational measures and organisational solutions aimed at the recycling of material and the minimisation of the part to send for disposal;
- contribute to the realization of plants that are adequate in number, type and potentialities for the amount of waste that are no further reducible in quantity and dangerousness.
